BILATERAL TRADE BETWEEN PARAGUAY AND BOLIVIA: WHAT WOULD BE THE EFFECTS OF FULL MERCOSUR MEMBERSHIP?

Processes of economic integration arise from partnerships between nations that see such initiatives as an opportunity to achieve mutual benefits. The accession of new states to these schemes raises the question, for existing members, of whether or not such incorporation is appropriate. In the case of the Mercado Común del Sur (Mercosur), considered an incomplete customs union, the bloc has admitted new members over time. In this context, the of Bolivia applied for full membership in 2012, having been an associate member since 1996. In light of this situation, the importance of analyzing the implications of new accessions to Mercosur was raised. For this reason, the present study aims to analyze the effects of Bolivia’s accession as a full member of the bloc on Paraguay’s foreign trade. To this end, a bibliographic and documentary study was conducted which, furthermore, provided information and data for the estimation of a gravity model, supplemented by the analysis of relevant documents and reports. The results identified various aspects of this accession and suggested that Bolivia’s accession could prove beneficial for the bloc, generating positive effects on Paraguay’s foreign trade.
